535. Department’s 281, August 11, 7 p.m., via Peiping, hides and skins embargo. In view of the information given in Tientsin’s 154, August 10, 3 p.m.,58 and 155, August 15, noon, we propose to take no further action unless Tientsin finds that the modification of the embargo fails satisfactorily to alleviate the restriction on American exporters.
