A cable from Washington which attributed to Minister Escalante64 and Assistant Secretary Sumner Welles a statement that the seat of the conference be changed to Caracas has caused a very bad impression in the Ministry of Foreign Relations of Costa Rica. May I deny the authenticity of this report?
