The Counselor of Embassy in China (Lockhart) to the Secretary of State

836. Embassy’s 832, December 17, 5 p.m.42 General Terauchi, in command of Japanese forces in North China, has addressed a statement to “the masses of North China”, in which he described [Page 824] the defeats and the weakened position of the National Government, described the Japanese measures to improve the situation of the Chinese people, praises the men who have established the new regime at Peiping which he states will rejuvenate the Chinese people, states that the Japanese Army will support the new regime, and concludes with certain injunctions, which include the complying with the demand of the Japanese Army, the refraining from obstruction [of] that army, the reporting of the appearance of Chinese soldiers or bandits, the withholding of support from such soldiers or bandits or court the possibility of drastic punishment of the family or village of the person lending support, the forming of an anti-Communist front, and the abandoning of friendship with “far off” countries which have encroached on China’s rights.
