The Ambassador in Japan (Grew) to the Secretary of State

608. The Military Attaché was informed at the War Office yesterday that there is to be no change in the mission of the Japanese Army which is the destruction of Communistic and anti-Japanese forces in China and that no Chinese offer of capitulation which does not include the elimination of such forces and elements would be entertained. [Page 781] It is the belief of the Military Attaché that the Japanese Army opinion calls for continued military operations until this objective is reached and would not approve any settlement based on considerations of a purely political nature.
