21. Shanghai’s 1059, December 1, midnight.86 In a communication of December 4 the Ministry of Foreign Affairs protested against Japanese action in seizing telegraph stations and Bureau of International Telegraphs at Shanghai and in appointing censors to function therein; the Ministry protested also the action of the Municipal Council in failing to prevent such Japanese action and in actually cooperating with the Japanese. I shall reply to this communication merely by saying that its contents have been brought to the attention of the American Consul General at Shanghai.
