1070. Your number 599, December 1, 1 [8] p.m. I have repeatedly discussed the matter with my colleague who, however, can do nothing in the face of the high military decision. The parade is scheduled to start at 11 o’clock tomorrow morning from Jessfield and to take 2 hours to pass down Yuya-ching Road, Avenue Haig, Avenue Foch, Thibet Road, Nanking Road and the Bund to Hongkew. About 3,000 men will be in line. Extraordinary police precautions are being taken.
