- The Department presumably will have noted our 582, November 30, 7 p.m., (to which reference was made in Shanghai’s 1050, December 1, 11 a.m.70) in which case we reported having taken action in anticipation of the Department’s instructions.

- Today we informed the Foreign Office of the statement made by the Japanese Assistant Military Attaché at British military headquarters, as reported in Shanghai’s 1057,71 and again urged against sending of Japanese troops into neutral areas. The Foreign Office stated that according to a report received from Shanghai the project to march Japanese forces into such areas has been “abandoned” and “the question does not arise”.
Repeated to Shanghai.
