We assume from your paragraph No. 3 that the procedure outlined in our 305 would, at the present time, have no chance of success and should not be attempted. If we are wrong in this assumption, please advise. In the meantime, we are advising the British Ambassador here of the substance of your 554 and of this reply thereto.
