In the event that the Government removes to Hankow or to a point inland you should follow the Government as far as Hankow. In making your arrangements for this move as well as for leaving members [Page 683] of the staff at Nanking you should insofar as practicable concert your action with that of the diplomatic representatives of other principally interested Governments.
