The Ambassador in China (Johnson) to the Secretary of State

917. Your 353, November 14, 4 [3] p.m. British Chargé d’Affaires is due from Shanghai in a day or two and will consult and report when they have arrived. Hitherto its [his?] plan was to go to Shanghai sending a subordinate, perhaps Military Attaché, with Chinese Government. French associates intend to remain Shanghai, subordinate secretary representatives now here to follow Government. German Ambassador only other Ambassador in Nanking will go as far as Hankow with us. It is not clear here as to what Government may do or when it will do it.
Department’s 353 received in such garbled condition that I shall have to reply specifically later when repeats requested have been received. But above represents information available after discussion which I had with other representatives this morning.
