The Ambassador in China (Johnson) to the Secretary of State

913. Japanese military successes at Shanghai are having discouraging effect upon Chinese Government. While Nanking is quiet it is believed that Government will leave for interior. Conservative report says to Hengyang in Hunan. If Government leaves I plan, unless otherwise instructed, to leave Atcheson and Paxton15 here to maintain contact with such authorities as may emerge and myself follow Government at least as far as Hankow. Captain Roberts of Military Attaché’s staff will also remain. I shall take rest of staff.
