The Ambassador in China (Johnson) to the Secretary of State

902. My 885 [890], November 5, 11 a.m. Representative of American Aviation Company states Chinese Government has asked for and [Page 672] is accepting tenders for pursuit and training planes costing approximately $3,000,000, $2,000,000, respectively and spare parts and engines $1,000,000 each American currency. I understand tenders submitted provide for cash payment and delivery ex-warehouse in the United States. These purchases if made will indicate that the Chinese Army has intention of resisting indefinitely.

Sent to the Department, Peiping, Tokyo.
