Memorandum by the Adviser on Political Relations (Hornbeck) of a Conversation With the British Chargé (Mallet)
When Mr. Mallet brought me the attached aide-mémoire,61 I inquired whether I might give him a reply orally. He having assented, I said that the answer would be: We are already acting in this matter; we asked our Ambassador at Tokyo to sound out the Japanese Government with regard to it; the Japanese Government replied that they would give it consideration; in the interval, we have been informed, the diplomatic group at Nanking had made joint representations to the Chinese Government on the subject and has asked representatives of their governments in Tokyo to take the matter up there; and we have asked our Ambassador in Tokyo to cooperate with others there. We have expected if and as soon as we should receive favorable reply from Tokyo to inform the British Government.
