Embassy’s 297, August 23, 1 p.m. In conversation today with the Naval Attaché, the Senior Aide to the Navy Minister stated that full evacuation of all Japanese from Tsingtao is in process and will be completed within a few days. He added that landing of Japanese forces will be avoided if at all possible.
