163. Your 297, August 23, 1 p.m. Nanking reports that the Embassy and other Embassies are addressing a joint note to the Minister for Foreign Affairs and that the Embassies in Tokyo are being requested to take similar action there.
You may inform your interested colleagues of the action already taken by you, and if you feel that any useful purpose might be served thereby, you are authorized in your discretion to participate with [Page 462] your colleagues in such action as may be decided upon regarding this matter.
