The Ambassador in Japan (Grew) to the Secretary of State

208. At a conference which the Prime Minister held last night with the War and Navy Ministers, continued this morning with the added presence of the Foreign and Finance Ministers, it was decided that direct negotiations should be opened with the Chinese Central Government for which purpose Ambassador Kawagoe has been directed to proceed immediately to Nanking.
