22. My 18, July 13, 1 p.m.³³ The Foreign Minister yesterday outlined to me plan of his Government for the solution of the Palestine problem which he will present to the League personally in September. Plan involves formation of an independent state with a constitution similar to that of Iraq, limitation of Jews to a minority of 30 per cent and an alliance with Great Britain and Iraq.
