The Consul at Seville (Bay) to the Secretary of State

Referring to my telegram of October 8, 10 a.m.,8 Harold Dahl. General Queipo de Llano informed me this morning that Dahl is [Page 553] being exchanged and that the exchange has probably already been effected. If it has not been concluded he said it will take place immediately.9 Repeated to Vigo and Ambassador Bowers.
