Referring further to the Department’s telegram of September 10, 5 p.m.,8 after discussing the Fernandez case with General Queipo de Llano today he told me he would write the Commandant at Palma de Mallorca to see if Fernandez and his wife could not be released for return to the United States and he asked me to inform Fisher to talk this matter over with the Commandant when this letter has been received. I have telegraphed Fisher in this sense.
