My 753, August 27, 5 p.m. The Director of the Exchange Bureau informed me this morning that virtually all peseta deposits awaiting dollar exchange are in private banks and that the banks and not the Government are responsible therefor. He was, of course, not aware of my conversation with Negrín yesterday.
