Referring to Department’s telegram of July 18, noon, full report on this situation being submitted airmail today.1 Wine Grower’s Association is conducting violent propaganda campaign against American goods following closing American office. Campaign, though not justified by facts, is obtaining support from deciduous fruit growers and is having harmful effect American trade. It would be very helpful if Department could ascertain from Department of [Page 856] Agriculture and cable if any revision of BPQ 3622 along the lines suggested by South African entomologists who were in Washington last October is contemplated. Must discuss situation with Decidious Fruit Exchange Thursday.
I have no knowledge wine shipments held up here account regulation. Have consistently sent Association copies all liquor regulation[s] received.
