The Minister in Switzerland (Wilson) to the Secretary of State

1067. Supplementing my 1066, September 25, 11 a.m.,14 Massigli15 informs me that the French are sending a note tomorrow to the President of the Council asking the Council to discuss the advisability of calling the Bureau of the Disarmament Conference.

Massigli says that his Government hopes to have the commissions that were sitting in February and March 1935 resume work on control of the traffic in and manufacture of arms and budgetary publicity.

I am contemplating sending you tomorrow a telegram in greater detail on the subject after discussion with other delegations. How we should treat this problem has raised questions in my mind which I would like to put before you.
