The Ambassador in France (Bullitt) to the Secretary of State

1273. Lukasiewicz, Polish Ambassador, who has just returned from Warsaw, informed me yesterday that the French had been pressing the Little Entente to alter their mutual obligations for defense against Hungary and Bulgaria into mutual obligations for defense against Germany. He said that the Rumanians would not accept stipulations in proposal but had turned the onus of refusal on to the Yugoslavs by stating that while they were ready to consider the proposal they were sure that the Yugoslavs would reject it.
I questioned Delbos with regard to this matter this morning. He said that the French Government had indeed inaugurated this project but that conversations with respect to it were being kept most secret. He stated that the Yugoslavs had replied to the French that while they were unable to accept at the present time they would take the matter under advisement. He said that he hoped in the course of time it would be possible to achieve the results desired.
