Dear Captain Puleston: Thank you very much for your letter of November 24, 1936, enclosing Lieutenant Commander Gade’s report from Brussels.26
I found the report most interesting as a clear picture of the official Belgian explanation of its new neutrality policy. Let us not forget, however, that Mr. Van Zeeland’s arguments were just as cogent last year or five years ago, but that as long as France held the military supremacy in Europe those arguments were not advanced. I regard Belgium’s action, however, as “realistic” policy.
