422. My 407, October 9, noon.16a The Italian reply to the British proposals with regard to a meeting of the Locarno Powers has been handed to the British Ambassador. Its contents have not been made public. In reply to my inquiry of my British colleague Drummond told me that it was couched in friendly language but expressed Italy’s desire for a return to the original Locarno undertaking rather than the adoption of two agreements of mutual guarantees as proposed by his Government. Drummond was of the opinion that the Italian reply would be a disappointment to London.
