462. My despatch No. 2526 September 22, 1936.7 Foreign Office advises that His Majesty’s Embassy at Rome has been informed by the Italian Government that it proposes to ratify part IV of the London Naval Treaty 1930 early in October. The Foreign Office therefore desires to effect arrangements for early signature of the submarine protocol and has prepared the text of the procès-verbal which is in conformity with that previously transmitted to the Department. Am I authorized to sign and in that case when may I expect to receive my full power?
