The Secretary of State to the Chargé in Rumania (Wadsworth)

Sir: The receipt is acknowledged of your despatch No. 204, of December 8, 1934, reporting on the search by Rumanian military and civil authorities of the Bucharest premises of the Rumanian Telephone Company, and of the residence of the American Managing Director, on the charge of “interception of telephone conversations to the detriment of the superior interests of the State.”

In reply, the Department desires to commend you for the effective nature of your response to the American company’s need for assistance under the circumstances. Your action meets with the Department’s full approval, and has brought forth an expression of appreciation by Mr. Frank C. Page, Vice President of the International Telephone and Telegraph Corporation.

The Department understands from your telegram No. 15, of December 12, noon, 1934,26 that the American Managing Director of the Rumanian Telephone Company is of the opinion that the incident may be considered as substantially closed, but it is noted from your despatch that you fear the charges made against the Company may be but the first of a series of steps already planned for the purpose of bringing about the cancellation of the telephone concession. You will of course keep the Department fully informed of any developments tending to confirm or to dispel this fear.
