Reference Department’s telegram No. 92 of March 16, 3 p.m. It would seem wiser to defer formal protest in connection with rights under the Algéciras Treaty until results of Laval’s59 appearance before Senate Finance Commission on Double Taxation are known. (See my telegram No. 209, March 16, 10 a.m.)60 This especially since Department’s views relative to Morocco are already well known to Foreign Office through informal discussions.
