The Consul General at St. John’s (Quarton) to the Secretary of State

Department’s telegram of February 12, 6 p.m.32 Commission of Government at a meeting yesterday afternoon February 12th approved Bermuda system of landing certificates. It cannot become immediately effective in Newfoundland without approval of the Dominions Office which has been telegraphed for. Effective date will be telegraphed when known.33 It is understood this legislation is included with other maritime and customs matters. Please regard foregoing as strictly confidential until confirmed by British Government.

The Consul General at St. John’s informed the Department in his telegram of February 16, 2 p.m., that the “Bermuda system of landing certificates applying vessels under 200 tons has been approved by Dominion Office and will be in effect from 12 o’clock midnight tonight.” (811–114 Newfoundland/122)
