The Chargé in the United Kingdom (Atherton) to the Secretary of State

31. I stressed to Vansittart25 today the substance of your 12, January 22, 6 p.m., and he informed me Lindsay had ably set forth in a telegram just received the emphasis Mr. Phillips had put on an apparent lack of British cooperation. Vansittart explained that a meeting of the governmental departments concerned had been urgently summoned and he would send for me at an early date to [Page 409] advise me further as to the course of these deliberations. In the meantime he asked that if any measures of the French or Canadian authorities had in the Department’s knowledge proven outstandingly effective, these measures might be outlined to Lindsay in order that the British might have the benefit thereof in their deliberations.26
