My 244, November 6, 7 p.m. The Netherlands Minister has informed me that this morning he sent to his Government a long telegram explaining the oil situation in Japan and stating that in his [Page 757] opinion there is no hope of obtaining any amelioration of the situation unless the foreign oil companies and the British, American and Netherlands Governments present a united front to the Japanese.
