Your 220, October 9, 5 p.m. In reply to an inquiry from the British Embassy the Department expressed the opinion that the present is not an opportune time to make a change in the character of diplomatic representation in regard to China and stated that before making a change of this character the Department would expect first to confer with and/or give notice to the interested governments. The Japanese Embassy was also informed orally to this effect.
Repeat to Peiping with request that Nanking be informed.
