50. Meeting with Chancellor today conversation turned on disarmament.
When he expressed gratitude and approval of the President’s comments on British memorandum (see telegram of February 20th No. 403 to Geneva70) I asked him whether he indorsed non-invasion agreement (third point of same); his reply was definitely affirmative. To my inquiry whether he would consent to an international conference, he maintained silence.
