16. For Hugh Wilson.4 The time is not yet ripe to bring up in London the question of naval preparation for the 1935 Conference although there is to be no change in our position in favor of the maintenance of the present treaty ratio. If, however, the British should approach you on this point, you may intimate that while we think it desirable that we have further talks to smooth out any differences of opinion we may have on technical matters, our Navy Department has not yet completed its studies nor have we been able to determine when or where such conversations could most usefully be held. If the British have any definite opinion on these points, we should be glad to know them.
