In the opinion of the delegation it is vitally important for reasons which will be given if you desire that Warburg should participate fully and from the outset in any discussions which Sprague and Harrison may have in London. As they arrive tomorrow I request immediate authority to inform Sprague, Harrison and Warburg of this decision.
