The Minister in China (Johnson) to the Secretary of State

1153. [From] American Consul General at Nanking.
“September 30, 3 p.m. Arrived after conferring with [in?] Kuling. During the air trip to Ruling September 28 I explained Ekvall case to T. V. Soong in detail and gave him a memorandum, copy of which I am mailing to the Legation.82 He took up the matter with General Chiang the same day and told me that it would not be “necessary” for me to discuss it with Chiang and I did not. Secretary to Soong told me that Chiang had decided to send a special emissary to Sianfu to try to close up the case.”
