The Minister in China (Johnson) to the Secretary of State

Dr. Lo today read to me the text of resolution adopted by Drafting Committee at Geneva. In reply to my question he said that question of China’s acceptance required careful consideration and reference to his colleagues in the Government and that it would probably take 2 days before any decision could be reached. From his manner I gathered that he was not personally hostile to the terms of the resolution. He intimated that at least one of the factors involved would be the attitude of the United States Government towards the proposed invitation to participate. As I was leaving he drew me back to say that he thought the attitude of Soviet Russia would in large part be governed by attitude of the United States. He thought Soviet Russia desired recognition by the United States. He asked me what chance there might be of a change in our policy in this regard. I told Dr. Lo [Page 437] that I did not believe there would be any change in American policy in regard to this matter between now and March 4th and I did not know what policy might be adopted after March 4th.
