Memorandum by the Under Secretary of State (Castle)

The German Ambassador left in my hands the attached note,50 which is the reservation that Germany makes in signing the agreement with the Treasury that it may not be possible, on account of German finances, to pay anything in the future. The Ambassador told me that he was on his way to the Treasury to sign. He said that the wording of this note is practically the same as the wording of the London protocol, but that he thought it better not in any way to refer to that protocol since we are not a party to it.
