Memorandum by the Acting Secretary of State

I called in the Austrian Minister3 to hand him the agreement as to the moratorium, a copy of which is attached.4 He said that he knew these agreements had been given to others and was beginning to hope that Austria had been forgotten. I pointed out to him the necessity of haste in signing it to avoid complications and explained to him that it was, after all, a routine matter. The Minister said he would telegraph his Government, asking that he be appointed to sign.
