363. We have decided that it would be best to submit nothing at this time in detail on the effectives formula. It seems the wisest course to present a memorandum based on the speech sent you by letter of May 30,60 together with any charts, at the beginning of the Bureau meeting in September as this will again call public attention to the effectives formula and revive interest in it at that time.
