425. Your 927, November 13, 5 p.m. The Department is of the opinion that the Japanese, if they seek the information in question, properly should look to the organization that was in control of the station when they took it over; also that the Consulate General at Mukden should not be the agency or channel through which such information is furnished to the Japanese. In case the Radio Corporation [Page 476] should manifest a desire to furnish this information to the Japanese, the Department would not desire to interfere with such action as the Radio Corporation may consider it advisable to take to protect its interests but the Department suggests that, as a matter of protection, the Radio Corporation should first advise and/or consult the organization with which it concluded the traffic agreement.
