For Reber: Your telegram No. 53, February 24, 5 p.m. I do not desire to make a decision, in advance of the meeting of the Committee, either for or against the sending of further investigators to [Page 675] Liberia. I have assumed that the normal procedure for the Committee would be to examine the data on hand from all sources with respect to conditions in Liberia, and then to consider what steps might appropriately be taken in order to bring about effective reforms. The question of the amount of authority necessary would naturally arise in this connection.
For the above reason I believe it would be desirable to await the meetings of the International Committee and then to make available material such as Dr. Smith’s report, as each subject comes up for discussion.
