Department’s telegram circular of January 3, 3 p.m. The Minister for Foreign Affairs has just told me that this Government is of the opinion that José Maria Reina Andrade’s election to the Provisional Presidency of Guatemala does not violate the treaties of 1923 or the constitution of Guatemala and that this Government is disposed to extend recognition to the government of Reina Andrade.
