Conference was opened by Siamese Minister for Foreign Affairs and after organization adjourned until tomorrow morning when statements of delegates are invited.

Siamese Under Secretary of State Foreign Affairs elected President, and Van Wettum, Vice President.

China not represented, ostensibly for financial reasons.
