53. Department’s 34 [37?], June 24, 11 p.m.59 Does the President’s proposal apply to Belgium equally as to France or is Belgium not to be considered as one of the “important creditor countries” who are to postpone debt and reparations receipts for one year.
If the latter is the case suggest I be given immediate authorization so to inform Foreign Office. Urgent reply by telegraph respectfully requested.
