Memorandum of a Conversation

The Japanese Ambassador called at the Secretary’s apartment at the Ambassador’s request and gave the Secretary a copy of a statement which the Ambassador said he desired to present to the President on the following day.83 The Ambassador expressed himself as hopeful of the prospects of reaching a satisfactory agreement with the United States on the basis of the statement in question, which statement the Ambassador felt represented the maximum in concessions which the Japanese Government under present circumstances was in position to make.

The Secretary took the document handed him by the Ambassador and said he would be glad to give it careful study.
