Memorandum by the Acting Secretary of State
[Washington,] February 6, 1930.
The Japanese Ambassador came in today and left the attached note.61 He states this is a statement without reservation of the Japanese position as to extraterritoriality and he invites a similar statement of the American position if we can give it to him. I told him I would answer him.
