The Legation’s 339, May 15, 6 p.m.46 The Consul General at Tientsin informs me that the Shansi faction now insists that the whole of the salt revenue should be passed to its control for deposit in a bank of its selection under an agreement that the portion necessary for administration expenses will be released as required and the [Page 235] portion for loan service will be held in Peiping. The plan appears to be to deposit the salt collections in their entirety in Shansi banks.
