The Minister in Honduras (Lay) to the Secretary of State

51. I have just received a note from the President of the Republic, dated June 23, stating that he has received a telegram from the Honduranean delegation in Washington to the effect that the Department’s proposal that the competency of the Central American Tribunal to try the boundary question be submitted to a special tribunal has been, accepted with the understanding that both parties will abide by the decision of the special tribunal.
The President’s note then adds that although the Honduranean delegates have ample powers to act as they think best he has recommended that they observe the greatest harmony with the impartial opinion of the Department of State “principally with reference to the acceptance of the special treaty of juridical arbitration”.
In view of the above message from the Honduranean delegation he states that he has decided not to call for the present the meeting mentioned in my telegram No. 49, June 22, 7 p.m.82
