409. In accordance with conversations had with you recently by officers of the Department it is suggested that the present may be a propitious time for the Government of the United States to raise the embargo on arms with respect to Mexico. If you now concur in the wisdom of such a move, the Department would appreciate it if you would take the matter up informally with the Government of Mexico and make the suggestion that the Government of Mexico request the Government of the United States to revoke the Presidential Proclamation of January 7, 1924 which put the embargo in force.89
